As such, political economy investigates the relationships between the state, the economy, social institutions and practices, culture, and organizations. A political economy perspective is also concerned with the role of technology in cultural production and distribution.
According to Kellner and Durham (2006), "at the heart of studies of political economy lies the question of how social resources are controlled and by whom -- a question that lays open issues of race, gender, sexual orientation, and other social groupings that underpin economic privilege and power (or the lack thereof)" (p. xxix). As such, political economy from a critical/cultural perspective looks at issues of power -- who has the power to create cultural products, who has the power to embed ideologies within those cultural products, and who has the power to distribute those cultural products.
