The letter c can be pronounced [s] or [k]. It's the letter after the c that determines is pronunciation. The rules are the same for the letter g.
c + a, o, u = [k]
c followed by the letters a, o, u is pronounced [k] like in cacao, coco and culture.
c + e, i, y = [s]
c followed by the letters e, i or y is pronounced [s] like in ceci, cela, cinéma and cygne.
A u in front of an i makes the c "hard" ([k]): cuisine, cuillère.
La cédille: ç
The cedilla (ç) changes the pronunciation of the letter c so that it is pronounced [s]: ça va?, façon, aperçu.
