Kern County was able to create a water bank from surface-level water--which varies seasonally and comes mostly from the northern portion of California. The bank stores in a depleted aquifer. Other aquifers are also depleted, and in other agricultural regions, depending on ground water rights, Kern County and the surrounding cities also dependent on that water are a case study for a larger issue that the rest of the United States (and many other places globally) are also dealing with or will be in coming years.
